Pakistan has decided not to congratulate Prime Minister Narendra Modi on his victory in the Indian general elections, citing a “complicated and difficult” relationship between the two countries.

Pakistani Foreign Office spokesperson Mohammad Faisal said in a press conference on Thursday that Pakistan would not be issuing a formal message of congratulations to Modi.

“We have this complicated and difficult relationship with India,” Faisal said. “It’s not, for us, the appropriate time to issue any congratulatory message.”

Faisal added that Pakistan had taken note of Modi’s victory speech in which he had talked about improving relations with Pakistan. However, he said that Pakistan would wait to see the Indian government’s actions before making any further moves.

“We have seen the statements made by the Indian leadership regarding wanting to have good neighborly relations with Pakistan,” Faisal said. “We will wait to see what the fleshing out of that actually means in terms of practical policy.”

The decision not to congratulate Modi has been met with mixed reactions in India. Some have welcomed it as a sign of Pakistan’s continued hostility towards India, while others have expressed disappointment that the country has not shown a willingness to move forward.

The relationship between India and Pakistan has been strained for decades over a number of issues, including the disputed territory of Kashmir. In recent months, tensions have escalated between the two countries over cross-border firing and the killing of Indian soldiers.

It remains to be seen whether Pakistan’s decision not to congratulate Modi will further damage relations between the two countries or if it will provide an opportunity for dialogue and reconciliation.
